日韓の再雇用制度の違い：Japan-Korea Difference in Rehiring

日本と韓国は似た点も多いが違った点もまた多い。日韓両ｊ国とも労働力人口の高齢化と減少が顕著で高齢者をどう雇用するかが問題になっている点では同じといえる。しかしどのように高齢者を雇用するかについては明らかな違いがある。
日経新聞に最近掲載された日韓アンケート調査（下のリンク参照）によれば、多くの日本企業が定年前より低い給与で契約する再雇用制度を採用しているのに対して、韓国企業はそれよりも定年延長により高齢者を常勤として雇用し続ける傾向があるとのことである。
実際に、アンケートに答えた日本企業の95％が何らかの再雇用制度を採用しているのに対して、韓国企業で採用しているのは31％にとどまっている。その一方で、16％の韓国企業が最近定年を延長し（日本企業では2％のみ）、また22％が定年延長を検討中（日本企業では9％のみ）という。
韓国企業が日本企業に比べて再雇用制度よりも定年延長を採用する傾向が強い理由の一つは、再雇用が年上と年下の雇用者の間で一種の「地位転換」をもたらすが、そのような地位転換が韓国の儒教社会では日本社会に比べて受入れがより難しいという事情があるからと思われる。

There are many similarities and differences between Japan and Korea. A case in point is whether and how to utilize elderly employees at business corporations facing an aging and shrinking workforce in the both countries.
According to a recent survey, reported in Nikkei Newspaper (see the link above), many Japanese companies are adopting a "rehiring system," in which elderly employees, right after retirement, are rehired on a contractual basis with lower wages than before their retirement, whereas Korean companies tend to keep elderly workers as regular employees by pushing up their mandatory retirement age.
In fact, about 95% of the Japanese companies surveyed have adopted some form of rehiring practices, while only 31% of the Korean companies have subscribed to such a practice. Instead, 16% of the Korean companies surveyed said they delayed their retirement age (only 2% of the Japanese companies did that) , and 22% of them said that they were planning to do so (only 9% of the Japanese companies were considering such a move).
One of the main reasons why Korean companies tend to delay their retirment age rather than adopting a rehiring system, compared to Japanese companies is that rehiring would lead to a kind of role reversal between younger and older workers and such a reversal would be more difficult to be accepted in the Korean (Confucian) culture than in the Japanese culture.
