著作権料がiPodに上乗せ：Copyrights loyalties imposed on iPod

不公平な政府案：Unfair Proposal by the Government

本日のニュース（下のリンク参照）によれば、政府はＤＶＤプレーヤーやミニＣＤプレーヤーと同様に、iPodや携帯デジタル音楽プレーヤーにも著作権料である「録音補償金」を課するという法案を提出するという。
これには少なくとも以下の2つの問題がある。
１）iPodは他の携帯デジタル音楽プレーヤーと違って、ポッドキャスティングの機能があり、その意味では携帯音楽プレーヤーよりも、むしろテレビやラジオに似ており、したがって著作権料を上乗せされるべきでない。
２）政府案によれば、PCや携帯電話は、基本的に音楽プレーヤーや録音機器ではないので録音補償金を課されないとのことで極めて不公平である。もしそうならば、iPodも同様に扱われるべきであろう。

According to today's news (see the link above), the Japanese government will make a proposal to charge copyrights loyalties on iPod and other portable digital music players, just like DVD and minidisk players.
There are at least two major problems, however.
1) iPod is not the same as other portable music players, because of the availability of "podcasting." To many users, iPod is not primarily a music player, but is rather similar to TV or radio, which should not be charged copyright fees.
2) According to the government proposal, PCs and keitai phones are not subject to copyrights loyalties on the grounds that those are not primarily for music or recording use. If that's the case, iPod should be treated similarly.
