消費者庁の発足は来年か：Consumer Agency to Start Next Year

行政の庁かオンブズマンか：Administrative Agency or Ombusman?

「Ａｓａｈｉ.com」の記事（下のリンク参照）にあるように、福田首相は「消費者庁」について、最初に予定した来年通常国会まで待たずに、今年の秋に国会に法案を提出し、早ければ来年にも創設するつもりであると報道されている。
しかしながら、カギは野党がこの問題にどのようなスタンスを取るかということである。どうやら民主党は消費者保護のために、行政の庁の創設ではなく、内閣も省庁も監視できるようなオンブズマンを国会で指名することを考えているようである。
行政の庁かオンブズマンかは消費者にとって重要な選択であるが、いずれにしてもこの問題について国会で何らかのコンセンサスが出来上がるまでにはだいぶ時間がかかりそうである。

It is reported in the Asahi.com article (see the link above) that Prime Minister Fukuda has decided to create a "consumer affairs agency" as early as next year, by submitting a bill to the Diet this fall, instead of next year's ordinary Diet session, as originally planned.
However, the key is the main opposition party's position regarding this kind of agency. It looks like the Democratic Party of Japan is not going along with Prime Minister, but rather preparing its own bill to create a "consumer affairs ombudsman" to be appointed by the Diet and watch the ministries as well as the Cabinet to protect consumers.
Whether an administrative agency or a Diet-appointed ombusman is an important choice for consumers themselves. In any case, it will take some time to form any consensus on this issue at the Diet.
