「中国は日本と米国にとってチャンスか脅威か」
テンプル大学との共同セミナーの一環として、4月24日にGLOCOMホールで中国に関するシンポジウムが開催された。これは2日間にわたる中国についてのシンポの1日目で、英語のみで行われた。なお2日目は4月25日に開催され、日本語で行われる。
スピーカーは2人で、ロバート・デュジャリック氏（テンプル大学）は政治および安全保障上の問題を取り上げ、 レネ・ダイグナン氏（イタリア銀行）は主に経済的な問題に焦点を当てた。
この2人はお互いに中国に関して異なる分野の問題を検討したにもかかわらず、議論も結論も非常に似ており、ほぼ同じになったのは興味深い限りであった。
つまり、一見すると中国、日本や米国を含む他の国に対して多くの問題を突きつけ、深刻な脅威になりつつあるように見える。しかし、中国に対して影響力を行使することは非常に難しいので、できることは中国を国際社会の責任ある「ステークホールダー」として迎え入れて、自分自身のためと同時に他国のために行動してもらうこと以外にない。ただし、その方向でわれわれがいかに努力しようと、中国の将来は極めて不確実で、グローバルな規模のリスクを持っていることを忘れてはならない、というのが2人の共通の結論であった。

China As an Opportunity and Challenge to the US and Japan
We are having a series of joint seminars with Temple University Japan and held a symposium on China at GLOCOM Hall on April 24. This was the first of the two-day symposium on China, using English only, whereas Japanese will be used on the second day (April 25).
There were two speakers, Mr. Robert Dujarric (Temple University) on political and security issues, and Dr. Rene Duignan (Central Bank of Italy) on economic issues.
It was interesting to find out that although the two speakers examined different aspects of China from each other, their arguments and conclusions turned out to be quite similar, or essentially the same in the following sense.
First of all, China appears to be posing a lot of problems and serious threats to other countries including the US, Japan and the EU. However, there is not much we can do about it but try to integrate China into the international community as a responsible "stakeholder," who should act accordingly for the benefit of its own as well as others at the same time. While we need to try our best in this regard, we must not forget that future prospects for China are hard to predict and full of risks in the global scale.
