EUの行方と課題：Prospects and Challenges for the EU

ドイツの代表的新聞「Die Zeit」の編集長テオ・ゾンマー氏の講演

今月の「International Media Forum」は、4月15日に港区広尾のドイツ大使館で行われた。スピーカーは、ドイツの代表的新聞「ディー・ツァイト」（Die Zeit）の編集長テオ・ゾンマー氏で、演題は「欧州：スーパーマーケットかスーパー国家かスーパーフロップ（大失敗）か」。
若干センセーショナルな演題にもかかわらず、講演内容は非常に包括的かつ有益で、EUの歴史的経緯、現在の課題、将来の見通しなどを客観的に説明するものであった。
アジアとの関係では、ゾンマー氏は今日の中国と明日のインドのようなアジアのパワーにどう対処するかが大きな問題で、EUはそのような国の経済力だけでなく政治問題にも目をつむるわけにはいかないと述べた。
講演後に活発な質疑応答があり、EUおよび特にドイツの移民政策に質問が集中した。これに対して、ゾンマー氏は最近の事態を客観的に説明するとともに、これは現在も引き続き議論されている重要な問題であることを指摘した。
日本とドイツの関係についての質問に対しては、日本がこれまでは米国に、またこれからはますますアジアに目を向けていき、EUに向かわないという懸念が多少あるので、ぜひ日本が欧州との関係、特にドイツとの経済関係をより緊密にしていくようお互いに努力すべきと結論づけた。
今回のセミナーは、特に日本にとって非常に有益で示唆に富む内容であった。

This month’s International Media Forum was held at the Embassy of Germany in Tokyo on April 15. The speaker was Mr. Theo Sommer, Chief Editor of the German national newspaper, Die Zeit, and the title of the speech was “Europe: Supermarket, Superstate or Superflop?”
In spite of the somewhat sensational title, the actual talk was quite comprehensive and informative, including the EU’s historical developments, current issues and future prospects from the objective viewpoint.
In relation to Asia, Mr. Sommer said how to deal with the rising powers of Asia, especially today’s China and tomorrow’s India, where the EU cannot ignore their economic power as well as political problems in those countries.
After the formal presentation, a lively discussion took place, where many questions were asked about immigration policies in the EU in general and in Germany in particular. In response, Mr. Sommer objectively tried to explain recent developments and policy changes in this area, pointing out the fact that this is still an ongoing issue in Europe.
Regarding Germany-Japan relations, he expressed some concern about Japan’s tendency to look to the U.S. and more and more to Asian countries, and said he would like to see closer economic partnership relations with Japan and Europe in general and Germany in particular.
It was quite a useful and instructive seminar, especially from the Japan's standpoint.
