米国からの減少は問題：Problem of Declining US Tourists

本日の「Financial Times」の記事（下のリンク参照）にあるように、最近アジアからの日本への観光客が増えており、特に昨年は中国からの観光客が米国からの観光客を初めて上回ったとのことである。国際観光振興機構の発表によると、大陸中国からの観光客は1年間で16％増加して、94万3千人ほどになった一方、米国からは若干減少して、81万6千人ほどにとどまったという。全体として日本への観光者数は増加を続けており、なかでも韓国の観光客数が最高で、それに次いで台湾、そして昨年は中国が3位となった。
一方において、日本政府が観光を戦略産業として位置づけ、経済の活性化、特に停滞する地方を救う策として強調している昨今、これは非常にプラスの展開といえる。特に冬の時期は、アジアの北部からの観光客は日本の南西側の温暖な気候と温泉などを好む傾向を持ち、またアジアの南部からの観光客は日本の東北部の雪を見に行って触ったりしたいという希望が強いようである。このように日本は北から南に長く伸びる列島としての自然条件から利益を得ており、この点についてもっと外に向かって宣伝の努力をする必要があろう。
他方において、日本は米国などの西側諸国からの観光客が最近落ち込んでいることに注意しなければならない。これは英語やその他の外国語で観光客の助けになる情報を提供する努力を怠っていることの反映である可能性が高い。そのためにアジアからは人が来ても、遠い欧米からの観光客の足が遠のいているのではないか。そもそも観光を日本の戦略産業に位置づけたことが、まさにそのような努力をすることを意味していたはずである。

As is reported in the Financial Times article linked above, more and more Asians are visiting Japan as tourists these days, and in particular, the number of Chinese visitors exceeded the number of Americans for the first time in 2007. The number of mainland Chinese visitors increased 16% to about 943,000, whereas the number of Americans decreased slightly to about 816,000, according to the Japan National Tourist Organization. Overall, the total number of visitors to Japan has been increasing steadily, mostly from the Asian region, and South Koreans are the largest group of visitors to Japan, followed by Taiwanese, and then mainland Chinese last year.
On one hand, this is quite encouraging, as the Japanese government has picked tourism as a strategic industry to revitalize Japan's economy, especially its stagnant local regions. During the winter season, visitors from northern Asia tend to prefer warm weather and such amenities as hot springs in southern Japan, while those who visit Japan from southern Asia wish to go see and touch snow in northern Japan. This way Japan is benefiting a lot from its natural endowment as a long chain of islands stretching from north to south, and more efforts should be made to publicize this natural advantage to the outside world.
On the other hand, Japan should be concerned about the recent decline in the number of visitors from Western countries, especially from the U.S. This may well reflect the lack of efforts in providing helpful information in English and other foreign languages to attract tourists not only from neighboring Asia but also from the rest of the world. That should certainly be part of the strategy the Japanese government had in mind in designating tourism as a strategic industry in the first place.
