ダボスでの福田首相の提案：PM Fukuda's Proposal at Davos

部門別CO2削減目標：CO2 Reduction Targets on Sector Basis

本日の「Asahi.com」の記事（下のリンク参照）によると、スイスのダボスで、福田首相は産業部門別のCO2排出量削減目標を設定するような新しい枠組みを提案した。しかし具体的な削減目標の数値を示すことはなかったとのこと。
また、このような下からの積み上げ方式で、他国に受け入れられるような日本全体としての削減目標が達成できるかどうかは不明である。
しかし、日本の財界がどんな数値目標設定にも反対している現状に鑑みるならば、これが福田首相が現時点でできる最大限の提案だったのかもしれない。

In Davos, Switzerland, Prime Minister Yasuo Fukuda is said to have proposed a new framework that set national emission reduction targets on a business-sector basis, but he failed to specify such reduction levels, according to today's Asahi com (see the link above).
Also it is not clear whether such a bottom-up approach can satisfy an overall national target, which is acceptable to other countries.
However, it is probably as far as he could go at this point, given strong objections by the Japanese business circle to any emission reduction target.
