お蔵入りの日本版NSC案：Japan's NSC Scrapped

強い官僚の抵抗：Strong Resistance ｂｙ Bureaucrats

本日の「Daily Yomiuri」の記事（下のリンク参照）によると、日本版のNSC（国家安全保障会議）は、参院の政治的情勢に鑑みてどうやら実現しない模様とのことである。
この日本版NSCは、外交や安全保障に関する戦略的政策を策定する上で官邸主導を強めるために考えられていたもので、もちろんそれには既存の官僚組織、特に外務省と防衛省の抵抗が強かった。
したがって、今回も野党の反対の可能性を口実にして、今の官僚主導の福田政権が日本版NSC構想をお蔵入りにしようとするものではないかと勘ぐられてもしかたがないであろう。

It is reported in today's Daily Yomiuri (see the link above) that the Japanese version of the NSC (National Security Council) is being scrapped, due to the political situation in the Upper House.
The Japanese NSC was to strengthen the Prime Minister's Office as a strategic function for diplomatic and security policies, but strongly opposed by the existing agencies such as the Foreign Ministry and the Defense Ministry for obvious reasons.
Therefore, the possible rejection by the opposition parties might well be an excuse for the present bureaucracy-led Fukuda administration to scrap the idea of the Japanese version of the NSC.
