12月17日にテンプル大学麻布ホールで、「日本は極東の英国か？」という興味深いテーマのセミナーが開催され、ロバート・デュジャリック氏（テンプル大学現代日本研究所所長）が講演し、ウェストン・コニシ氏（世界平和研究所客員研究員）が討論者として参加した。
デュジャリック氏は、「日本は極東の英国か？」という問いに対しては否定的で、その理由は、日本自身が自分の身の回りの地域を超えてより重要な安全保障上の役割を負う意思をもっていないことと、国際社会からも特にそのような要求はなされていないことを指摘した。結論としては、「日本は自国の利益のためにも、北東アジアの安全保障に集中するのがベスト」で、英国が欧州全域で果たしているような安全保障上の役割を、日本がアジア全域で行う必要はないというものであった。
討論者のコニシ氏も基本的にこの結論に同意し、日本は国際社会において軍縮や環境問題などの分野でモラルリーダーシップを強調することで「ミドルパワー国」として行動しているように見えると指摘。しかしそれと同時にコニシ氏は、日本は国際的な安全保障面でもっと貢献できるし、すべきであるとも述べた。
その後の自由討論では、日本人を含む何人かの参加者から、日本が過去に（特に小泉元首相のリーダーシップのもとで）自分の身の回りだけでなく、より広域的な安全保障上の役割を増大させてきたことをもっと認めて評価すべきという主張がなされ、それが現在は一時中断しているように見えるものの、今後ともその方向に進んでいく可能性があるという点が指摘された。
There was an interesting seminar on "whether Japan is the UK of the Far East," presented by Mr. Robert Dujarric (Director, Institute of Contemporary Japanese Studies at Temple University Japan) and discussed by Mr. Weston Konishi (Visiting Fellow, Institute for International Policy Studies) at Temple University-Azabu Hall.
Mr. Dujarric's answer to this question was simply "no," because Japan seems to have no strong will to play a greater security role beyond its own local region and there is no demand for that by the international community. He concluded that "Japan can best serve its interests by focusing its defense effort on Northeast Asia" and not in a greater region, as the UK is playing in the greater European region.
Mr. Kinishi basically agreed with this conclusion and maintained that in the international community, Japan seems to be acting like a "middle power" by emphasizing its moral leadership in areas such as disarmament and environmental protection. At the same time, however, he suggested that Japan could and should do more to contribute to international security and stability.
In the free discussion session, several participants including some Japanese specialists argued that we should recognize and appreciate Japan's efforts to increase its security role and presence beyond its immediate locality in the past, especially under the leadership of Mr. Junichiro Koizumi, and could move further in that direction, although there seems to be some interruption in such a move for the moment.
