改造内閣は何を目指すのか？：What Is the New Cabinet For?改革は継続か逆転か？：Will Reform Be Continued or Reversed?安倍首相は今回の内閣改造で、町村外相、高村防衛相、額賀財務相といったベテラン保守派のメンバーを軒並み採用したと、「International Herald Tribune」（下のリンク参照）が報じている。ある意味でこれは安倍氏としては自然な動きである。なぜならこの前の参院選で歴史的敗北を喫した結果、安倍氏は首相として経験不足とみなされてしまったからである。
しかしながら最大の疑問は、安倍首相がこの新しい改造内閣で、自分と自民党の人気を回復する以外に何をやろうとしているのかということである。前外相の麻生太郎氏は党幹事長としての最初の記者会見で、「小泉前首相によってぶち壊された自民党を立て直すときである」と明言したが、これは小泉・安倍改革を止めるか逆転させるということを意味するのであろうか。若い改革派数人に加えて古い派閥の領袖を何人か入れた今回の閣僚メンバーのリストからは、その問に対する明確な答えは感じられない。
いずれにしても、まもなく開催される参議院でテロ特措法に対する民主党の反対をどう凌ぐかという難関が待ち受けている。はたしてこの閣僚たちがその難関を乗り切れるか、またそれ以前に各閣僚の「政治と金」の問題に対するマスコミの攻勢を乗り切れるかについては、この段階ではまだ分からない。そのような問題への対処という点からは、今回の内閣がはたしてベストなメンバーかどうかには疑問が残るといわざるをえない。

In a sense, this is a natural move on the part of Mr. Abe, who is regarded as "inexperienced" as prime minister as a result of his historic defeat in the Upper-House election.
However, the biggest question is what Mr. Abe is planning to accomplish with this cabinet, other than to regain popular support for him and his party. Former foreign minister Taro Aso said in his first press conference as the party’s secretary general that it was time to rebuild the party after it was destroyed by former prime minister Koizumi. Does this mean that the so-called Koizumi-Abe reform will be stopped or even reversed? A list of new cabinet members, including a number of old factional leaders as well as some young reformers, does not seem to give a clear answer to this question.
In any event, Prime Minister Abe will soon face a big challenge in dealing with Democratic Party’s opposition to the extension of the anti-terrorism bill in the coming Upper-House session. Whether this cabinet can survive the challenge and, even before that, the public scrutiny of the "politics and money" aspects of cabinet members by the mass media remains to be seen. There may be some doubt if the newly appointed cabinet members are really best in terms of these potential problems.
