中国式の交通規制：Traffic Regulation of Chinese Style

北京で今日から4日間実験：4 Day Experiment in Beijing

本日付の「人民日報」の日本語版（下のリンク参照）によれば、北京市は本日から偶数日にはナンバープレートが偶数の車だけに、また奇数日には奇数の車だけに市内での走行を許可する実験を行っているとのこと。
この実験を4日ほど続けてから、来年のオリンピックの際に採用するかどうかを決めるという。
これによって市内を走る車の数は3分の1ほど減少するといわれているが、このような規制は経済学的に見ると最も非効率なやり方である。なぜなら、市の中心部において混雑税を課したり、駐車料を引き上げれば、もっと効率的に無駄なく、同じ効果が得られるからである。

According to the Japanese version of Today's "People's Daily" (see the link above), the City of Beijing started its experiment to regulate auto traffic by allowing cars with even numbers on their number plates to be driven only on even-numbered days and odd-numbered cars only on odd-numbered days.
This experiment will last for 4 days and then a decision will be made as to whether it is to be adopted during the Olympics next year.
Although this is said to reduce the number of cars on the streets by 1/3, this kind of regulation is least efficienct from the economic viewpoint. The same result could be obtained much more efficiently by imposing congestion taxes or increasing parking fees in the central city.
