低下する日本の失業率：Japan's Declining Unemployment Rate

非正規雇用の増加顕著：Rapidly Increasing Non-Regular Workers

今朝のニュースで報道されているように、この4月の日本の失業率は3.8％で、9年ぶりに4％以下に低下した。これは多くの部門でビジネスの見通しが改善しているために企業が若年層、特に新卒の雇用を増やしていることが主な原因といえる。
しかし、朝日新聞（下のリンク参照）によれば、パートなどの非正社員の数が正社員の数よりも伸びが大きく、雇用者に占める非正社員の比率が33.7％と過去最高に達したという。
この事実と、地域格差がまだ大きいことを考慮して、現在の日本の雇用状況を評価するべきであろう。

It is reported in today's newspapers that Japan's unemployment rate for April was 3.8%, below 4% for the first time in 9 years. This seems to be maily due to strong corporate demand for young employees, especially new graduates, in response to improving business prospects in various sectors.
However, according to Asahi Shimbun (see the link above), the number of part-time and other non-regular employees is increasing faster than that of regular employees, so the proportion of the former to the latter in total workers reached 33.7%, highest ever in Japan.
This fact, along with existing regional disparity, should be taken into consideration when one evaluates the current employment condition in Japan.
