日中対話シンポジウム：Symposium for Japan-China Dialogue
サイバー空間における国家：Nations in Cyber Space

2月23日に東京六本木の国際文化会館で国際社会経済研究所（IISE）主催および中国現代国際関係研究院（CICIR）協力によるシンポジウム「サイバー空間における国家と国際関係」が開催された。
関本忠弘名誉会長（IISE）と後藤哲朗社長（IISE）の挨拶に続いて、基調報告のセッションが徐国雄氏（CICIR）の司会で行なわれた。
最初のスピーカー原田泉氏（IISE）は「サイバー空間における国際秩序の構築」というテーマでプレゼンを行い、サイバー空間における秩序の構築についてグローバルな視点から日本と中国の専門家が議論すべきことを提案した。
次のスピーカー、楊明傑氏（CICIR）は、「米中のサイバー空間における協力と関連する諸問題」について議論し、サイバー空間における米中の間のアンバランスを是正しようとする中国側の努力を強調した。
3番目のスピーカー、山内康英氏（多摩大学）は「日中間の国際的ハクティビズムの現状と対応」というテーマで、過去10年ほどの日中間におけるハクティビズム（ハッカー・アクティビズム）つまりネット上の攻撃合戦の詳しい説明を行なった。
4番目には、張力氏（CICIR）が「中国のインターネットの発展・管理と社会の安定」について議論し、中国のサイバー社会の今後について、適切な管理を前提に、比較的楽観的な見方を提示した。
最後に、高たん（Zhan）氏（CICIR）が「中国のインターネット世論と日中関係」というテーマで議論を展開し、やはり国が適切な管理を行なえばインターネットは国民の世論形成に有効な役割を果し、その重要性は今後とも増していくと結論づけた。
その後の自由討論のセッションでは、北澤進氏（IISE/NEC）の司会のもとで、いくつかの重要な論点が出された。例えば高度成長がサイバー空間での人々の態度や意見に影響すること、リアルな世界とバーチャルな世界の関係が日中間でかなり異なること、またサイバー空間におけるモラルの重要性などが指摘された。
結論として、サイバー空間に対する国家の管理が必要かどうかについて日中間で相違があるものの、このような対話は現在インターネットが持ってる問題点やその国際関係への影響について相互の理解を深めるために非常に有益であると感じた次第である。

The symposium on "Nations and International Relations in Cyber Space," sponsored by the Institute for International Socio-Economic Studies (IISE) in cooperation with China Institutes of Contemporary International Relations (CICIR), was held at the International House of Japan in Roppongi, Tokyo, on February 23.
Chairman Emeritus Tadahiro Sekimoto and President Tetsuro Goto delivered opening addresses to be followed by the keynote presentation session with the moderator, Mr. Xu Guoxiong (CICIR).
The first speaker, Mr. Izumi Harade (IISE), made a presentation on "Designing International Order for Cyber Space," and proposed a discussion between Japanese and Chinese specialists on an international order for cyber space from the global viewpoint.
The second speaker, Mr. Yang Mingjie (CICIR), gave a talk on "Cooperation and Related Issues on Chinese & U.S. Cyber Space," and emphasized Chinese efforts to correct imbalance between China and the U.S. in cyber space.
The third speaker, Mr. Yasuhide Yamanouchi (Tama University), talked about "International Hacktivism in Japan and China," and presented a detailed account of mutual attacks in cyber space between Japan and China for the last decade.
The fourth speaker, Mr. Zhang Li (CICIR), made a presentation on "Internet Development/Control & Social Stability in China," and gave a relatively optimistic view on the future of cyber society in China with some proper control policy.
Finally, the fifth speaker, Mr. Gao Zhan (CICIR), gave a talk on "China's Public Opinion on the Net and China-Japan Relations," and emphasized the importance of the Internet in forming public opinions and the necessity of proper control on the national level.
In the free discussion session, moderated by Mr. Susumu Kitazawa (IISE/NEC), a number of important points were raised such as the effect of high economic growth on people's attitude in cyber space, differences in real-virtual relations between Japan and China, and the role of moral in cyber space, etc.
Although there seem to be some differences between the two countries regarding the necessity of national control over cyber space, it is very useful to have this kind of dialogue for a better mutual understanding of current issues about the Internet and its impact on international relations.
