この本は重村智計早大教授の最新の著書で、そこでの明確なメッセージは、北朝鮮の体制変更が今必要で、それを米国と中国と韓国が行わなければならない。そうしなければ、間もなく北朝鮮は核ミサイルを持つようになり、アジアは核拡散の時代を迎えるであろうという主張である。
また、金正日は1990年代に共産党の権力を奪うある種の軍事クーデターを起し、それが最近の核の開発と実験につながったことも指摘されている。
しかし結論としては、日本は現在の制裁を維持して核問題と拉致問題の解決を主張し続けなければならないが、どんなことがあっても朝鮮半島の紛争には直接関与すべきでなく、できるだけ客観的に朝鮮半島で起っていることを観察し分析することに専念すべきというーー非常に現実的ではあるがスッキリしない政策提言である。

This is Waseda University Professor Toshimitsu Shigemura's newest book with his clear message that North Korea's regime change is necessary now and should be taken care of by the U.S., China and South Korea. Otherwise, North Korea would soon have nuclear missiles, that might well trigger a new trend of nuclear proliferation in Asia.
He also points out that Kim Jong-il launched a kind of military coup to overtake political power from the Communist party in the 1990s, leading to the development and tests of a nuclear bomb in recent years.
In conclusion, however, he emphasizes that while Japan must continue to insist on the solution of the nuclear issue as well as the abductee problem with current sanctions intact, Japan should not directly get involved in any conflict whatsoever in the Korean Peninsula, and the best Japan could do is observe and analyze the situation in the Peninsula as objectively as possible -- a very realistic but frustrating policy recommendation.
