省庁の抵抗以上の問題：More than Bureaucratic Resistance

今朝の毎日新聞（p. 24）の「土曜解説」欄に「日本版NSC:司令塔強化に省庁抵抗」という政治部記者の書いた解説記事が載っている。そこではまず、安倍首相が来年の通常国会に関連法案を提出を目指すという動きを紹介した上で、権限を守ろうとする関係省庁の抵抗も始まっていると述べている。
しかしよく読むと、今回の安倍政権の動きに対して、「外務省で『日本版NSCにはコメントするな』とかん口令が敷かれるなど、政府内の「抵抗勢力」がすでにうごめいている」と書かれているだけで、特に抵抗の中身も、また他の関係省庁についても何も述べられていない。
確かに私が外交に詳しい専門家に聞いたところでは、議院内閣制の日本では、単に関連法案を国会で通せば日本版NSCができるわけではなく、どうしたら二重外交の問題や守秘義務の問題などをクリアするかといった難しい課題があるようである。しかしながらそれは「関連省庁の抵抗」といった単純なレッテルで表現できるものではない。

In today's Mainichi Newspaper (p. 24), there is a commentary piece, "Japanese Version of NSC: Met by Bureaucratic Resistance," written by a reporter in the politics section.
After explaining about the move by PM Abe to send legislation for a Japanese version of NSC to the 2007 ordinary session of the Diet, the commentary states that "bureaucratic resistance has started for the purpose of protecting vested interests."
In this piece, however, the reporter only writes that "the Foreign Ministry has ordered its members not to comment on the Japanese version of NSC," and nothing more.
According to a foreign policy specialist whom I know well, just passing some legislation through the Diet would not be enough to create a Japanese version of NSC, but there would remain to be such difficult problems as dual diplomacy, access to confidential infomation, etc. In any case, those problems cannot and should not simply be labeled as "bureaucratic resistance."
