日本の諜報力の強化：Strenthening Japan's Intelligence

普通の国への第1歩：First Step Toward A Normal Nation

拓殖大学の森本敏氏は現在発売中の「世界週報」の論文で、「国家の政策決定に重要な情報を多国に依存していては真の独立国とは言えない」と述べている。
森本氏は日本の諜報力を以下のように強化すべきと主張。
１）色々な情報活動が国家の情報機関の下に統合され統一されて行われる。
２）情報収集能力を高めるために情報専門家を育成し活用する。
３）機密に接した者はそれに対する守秘義務が課される。
これらは日本が「普通の国」になるための第１歩とみなすことができ、この点で日本は米国の諜報コミュニティのあり方から学ぶものが大きいといえよう。

Mr. Satoshi Morimoto of Takushoku University emphasizes in his article published in the current issue of "Sekaishuho" that Japan cannot be a truly independent nation without being able to obtain and evaluate key information for strategic decisions by themselves.
He suggests that Japan should strengthen its intelligence power in the following fashion:
1) various intelligence activities must be coordinated and unified under a single national authority,
2) intelligence specialists are to be trained and utilized for effective information gathering, and
3) those who have access to priviledged information must have the duty to protect such information.
These may be regarded as a first step toward a "normal" nation, and Japan can learn a lot from how the U.S. intelligence community functions.
