「国際プロジェクト&プログラムマネジメント学会」の2007年度秋季大会が、9月28日に日本工業大学・神保町キャンパスで開催された。
まず吉田邦夫学会会長の挨拶に続いて、上野保東成エレクトロビーム社長が「競争新時代の経営課題とイノベーション」というテーマで基調講演を行い、日本の製造業の国際競争力を維持し改善するために様々な技術分野の革新的な中小企業がネットワーク化することの重要性を強調した。
午後には、まず今年度の総会が開催され、そこで会員を増やし財政基盤を強化する必要性が認識された。
総会後に、「総合」「開発」「組織」「医薬」の4つのトラックごとにセミナーがあり、興味深い論文が発表された。特に「開発トラック」では、例えば山本秀男教授が「ナラティブアプローチとマンガ技法を用いた知識流通」というテーマで、「物語」や「マンガ」を使ってビジネス専攻の学生や社会人を教育した経験についてのプレゼンがあった。
「統合トラック」では、木下俊彦教授がグローバル経済の中での日本経営の課題のテーマを春季大会に続いて再び取り上げ、カイゼン中心からイノベーション中心のプロジェクトマネージメントへの移行が必要になっていることを強調した。
最後のワークショップのセッションでは、5人のパネリストの間で「プロジェクトマネジメント発想を取り入れた日本製造業の改革」について議論が行われ、いくか経営改革の具体例と今後の見通しについて興味深い意見が述べられた。
今大会全般を振り返ると、P2Mの中でも経営の改革やイノベーションの必要が広く認識されてきたことが印象的であった。

The 2007 Fall Conference of IAP2M (International Association of Project & Program Management) was held at Nippon Institute of Technology, Jinbocho Campus, on September 28.
After Chairman Kunio Yoshida's introductory address, Tosei Electrobeam President Tamotsu Ueno gave a keynote lecture on "Managemetn and Innovation in New Competitive Era," where he emphasized the importance of networking small but innovative companies in various technological fields to maintain and improve the international competitiveness of Japan's manufacturing industries.
In the afternoon, this year's general meeting was held, where the need to increase the association membership and strengthen its financial base was recognized.
After the general meeting, there were a series of seminars on four tracks, namely, the "integration," "development," organization" and "medical" tracks. On the development track, there were a number of interesting papers: for example, Professor Hideo Yamamoto presented his experience of using "narrative and manga" materials to train students and adults in business major.
On the integration track, Professor Toshihiko Kinoshita revisited the issue of Japanese management in the global economy and suggested the need to adopt innovation-oriented project management, rather than kaizen-oriented project management.
In the final workshop session, discussions took place among five panelists about "reforming Japanese manufacturing by PM approach," and a number of examples and future prospects for management reform were presented.
The overall impression for the Fall Conference was the general recognition of the need for reform and innovation in management in the context of P2M.

歴代4位の高い率：4th Highest in History
実に驚きである。最近の読売新聞の世論調査（下のリンク参照）によると、福田内閣の支持率が57.5％という高さだったという。これは発足直後の支持率としては、小泉内閣（87,1％）、細川内閣（71.9％）、安倍内閣（70.3％）に次いで歴代4位になる。
福田内閣支持の主な理由は「安定感」であり、特に「政策遂行能力」ではないとのこと。
また同じ世論調査で、インド洋での自衛隊の給油活動の継続については、47％が支持で、40％が不支持であった。この結果は、小沢民主党党首の戦略に影響するかもしれない。

What a surprise! The Fukuba Cabinet got the approval rate of 57.5%, according to the public opinion poll conducted by Yomiuri Shimbun (see the link above). This is the fourth highest support rate for the start of a new administration, following Koizumi (87.1%), Hosokawa (71.9%) and Abe (70.3%).
The main reason for the support is "the sense of stability." but not "the ability to carry out policies."
The same poll showed that 47% of the respondents supported the continuation of Japan's refueling service in the Indian Ocean, while 40& opposed. These results could affect Mr. Ozawa's political strategy.

今回も満員御礼の盛況："Full House" Again This Month
「Japan in Context」9月会合
本日（9/25）のJICの会合では、特に日本人女性の何人かと話す機会がありましたが、皆プロフェッショナルとして活躍しており、所属組織は政府の省庁、アカデミック機関、外国大使館、民間企業など多様で、皆英語を自由に話すことは言うまでもなく、話題も豊富で、大変有益な会話を楽しむことができました。
さらに、その他国際金融や携帯電話関連技術などの一流の専門家と話す機会があったことも大きな収穫でした。
まさにこのように、異なったバックグラウンドを持つ様々な参加者と知識や情報を交換してお互いから学べることが、このJICの会合に参加するメリットと言えるます。そのために、最近ではこのJICの会合への参加希望者が増えすぎて、希望者全員を収容できないという嬉しい悲鳴を主催者が上げているとのことです。

At the Japan in Context meeting this evening (9/25), I had a chance to talk to a number of Japanese women who are quite active as professionals at various organizations, including government ministries, academic institutions, foreign embassies and private businesses.
Needless to say, they all speak good English and probably other foreign languages as well. I learned a lot from them. I also talked to some first-rate specialists in international finance, mobile phone technology, and other technical fields.
This is a merit for attending the JIC meeting with various kinds of participants from diverse backgrounds, learning from each other by sharing their knowledge and information.
No wonder it has become so popular that there is a waiting list to attend these days.

自民党新総裁の福田氏は、党の主要ポストに4人のベテラン政治家を起用し、半年以内に起こる可能性が高い衆院選に万全の備えを固めつつある。この4人、つまり伊吹幹事長、谷垣政務会長、二階総務会長、古賀選挙対策委員長は、すべて今回の総裁選で福田氏を推した派閥の領袖であることから、福田政権では、改革を進めた小泉・安倍政権下で「死んだ」と思われていた伝統的な派閥政治を復活させようとしているという批判も出ている。本日の「The Japan Times」の記事（下のリンク参照）もこのような自民党や福田氏に批判的な意見を反映したものになっているといえる。
他方、福田氏自身はすでにこのような批判に答えて、「適材適所で人材を起用している」と述べており、外国のミディアはおおむね福田氏の説明を受け入れているようにみえる。例えば、「International Herald Tribune」では、福田氏が古い派閥政治を復活させようとしているといった批判ではなく、今回登用された4人の政治家は、国内政策でも外国政策でも福田氏と「ハト派」のスタンスを共有しているという点を強調している。
いずれにせよ福田氏の意図は明確で、手ごわい小沢民主党党首を国会と次の選挙で相手にして戦うために党内に残っている新旧すべての勢力を結集して自民党を立て直そうとしており、そのために自分の直感と経験に基づいてベストを尽くしているようにみえる。しかしながら、はたして自民党の復活のために福田氏の努力で十分か、また福田氏のやり方は結局は有権者の支持を失うのではないかという疑問が残るといえよう。

Mr. Yasuo Fukuda, new LDP president, picked four veteran politicians for the party’s top posts in preparation for the Lower House election, which is most likely to take place within the next six months or so. Those four heavyweight politicians, Mr. Ibuki for the Party Secretary General, Mr. Tanigaki for the Policy Research Council Chairman, Mr. Nikai for the General Council Chairman and Mr. Koga for the Election Strategy Committee Chairman, are all heads of faction leaders that supported Mr. Fukuda in the LDP presidential race. Therefore, there is some criticism that the Fukuda administration may be reverting to the traditional faction-based politics, which has been considered “dead” under the reform-minded Koizumi-Abe administrations. The Japan Times article (see the link above) reflects this wide-spread sentiment among those who are critical of the LDP in general and Mr. Fukuda in particular.
On the other hand, Mr. Fukuda himself already responded to this criticism by saying that “I chose the four, because they were the right people for the positions.” It seems that the foreign press generally accepts this explanation, and emphasizes the fact that those four leaders are “dovish,” implying that they share a moderate stance with Mr. Fukuda regarding domestic reform as well as foreign policy agenda, rather than criticizing the old factional politics that Mr. Fukuda might try to restore (for example, see the International Herald Tribune article in the Reference above).
At any rate, Mr. Fukuda’s intention is quite clear in that he tries to rebuild his party by consolidating all the powers, whether new or old, that are still remaining within the party in order to compete and deal with seemingly invincible Ichiro Ozawa, Democratic Party leader, in the Diet and in the next Lower House election. In this respect, Mr. Fukuda seems to be doing his best, based on his political instinct and experience. But the question remains whether his best is good enough to save the LDP and whether his way of doing things will alienate Japanese voters after all.

重要な温暖化のテーマ：On Key Issue of Global Warming
本日の読売の記事（下のリンク参照）によれば、地球温暖化に関する国連のハイレベル会議が本日閉幕するが、日本からは先週辞任を表明した安倍首相の代理として森元首相が参加した。
これは非常に重要なテーマに関する非常に重要な会議で、温暖化のテーマは来年の日本でのサミットでも取り上げられる。したがって、日本から辞任する首相も次期首相も参加しないというのは実に恥かしいことといわざるをえない。
この点について、安倍首相も福田次期首相も国民に対して一言も言っていないのは理解に苦しむところである。

According to today's Yomiuri article (see the link below), the UN high-level meeting on global warming is coming to an end today,and former PM Mori has been attending the meeting on behalf of PM Abe, who has been hospitalized since his announcement to resign as PM last week.
This is such an important meeting on such an important issue, which will be taken up at the Summit Meeting in Japan next year. So it is a shame that neither outgoing nor incoming PM could attend, and neither Abe nor Fukuda has even mentioned this fact to the Japanese public.

本日の読売の記事（下のリンク参照）によれば、地球温暖化に関する国連のハイレベル会議が本日閉幕するが、日本からは先週辞任を表明した安倍首相の代理として森元首相が参加した。
これは非常に重要なテーマに関する非常に重要な会議で、温暖化のテーマは来年の日本でのサミットでも取り上げられる。したがって、日本から辞任する首相も次期首相も参加しないというのは実に恥かしいことといわざるをえない。
この点について、安倍首相も福田次期首相も国民に対して一言も言っていないのは理解に苦しむところである。

日銀は今週水曜に金利を据え置くことを決定した（下のリンク参照）。これは米国の連邦準備理事会が金融市場における「サブプライム問題」に対処するためにFFレートを引き下げたことを受けて、当然予想された日銀の決定であったといえる。そのような状況下で、日銀の利上げは不可能であったろう。
しかしそれでも日銀政策委員のなかには、金利を据え置き、上げられなかったことについて納得できない人もいるようで、金利が異常に低く多額の「円借りトレード」を生むような事態から、グローバルな市場金利に合わせてより正常な水準にまで利上げをしたいと希望しているようである。そのようなメンバーに欠けているのは、サブプライム問題のために起こっているグローバルな金融市場の状況に対する危機感ではないだろうか。日本の金融機関がこの問題でそれほど大きな影響を受けていなという事実は、決して日本経済全体が危機が起こった際に欧米経済よりも安全な状態にあることを意味しない。実際に、過去1ヶ月ほどの間、東京株式市場はニューヨークやロンドンの市場より大きな悪影響を受けている。
それに対して、米国の連邦準備理事会の持つ危機意識は明らかで、そのためにエネルギー価格高騰でインフレ圧力が強まる中、FFレートを市場の予想を超えて0.5%も引き下げたのである。それにならって、日銀もサブプラム問題が解決してグローバルな金融市場に信頼感が戻るまで、金利を引き上げないという声明を出すべきではないだろうか。

The Bank of Japan (BOJ) decided to keep interest rates unchanged on Wednesday, as reported in this BusinessWeek article. It was a fully anticipated move on the part of the BOJ, after the US Federal Reserve Board cut the Federal Fund rate to deal with the so-called “subprime problem” in the financial market. The BOJ could not possibly raise rates under this condition.
Still, there seems to be a certain degree of reluctance in keeping and not raising interest rates among BOJ policy committee members, because BOJ has been trying to raise rates from an “abnormally” low level, which has created a massive amount of the “yen-carry” trade, to a more normal level vis-à-vis interest rates in the global market. What is lacking among those committee members, however, is the sense of emergency in the global financial market due to the subprime problem. The fact that Japanese financial institutions seem to be less affected by this problem than their Western counterparts does not mean that the Japanese economy as a whole is safer than the US or European economies if the real crisis hits. In fact, the Tokyo stock market has been hit more severely than the NY or London markets for the past month or so.
In contrast, the sense of emergency is so apparent on the part of the Federal Reserve Board that the FF rate was cut a half-percentage point, which was a little beyond the market expectations, given inflationary pressure due to rising energy prices. Accordingly, the BOJ might make an announcement that it won’t raise rates for sometime to come, at least until the subprime problem is resolved, in other words, until confidence is regained in the global financial market.

本日（19日）ランチタイムに海外特派員協会（FCCJ）で、福田・麻生両自民党総裁候補が、多数の外国人記者と日本人記者を前に記者会見を行った。会見の部屋は満員御礼で、立見が多く出るほどの盛況であった。
まず両候補が冒頭の意見表明を行ったが、そこですでに2人の違いが明確になった。福田氏は6分ほどの短い挨拶を日本語で行い、日本の国際的な役割など一般論に触れただけであったのに対して、麻生氏はその2倍の12分を費やして英語で準備した原稿を読み、前外務大臣としての成果やこれからの政策の柱などを福田氏よりは多少具体的に提示した。
会見全体を通じて、福田氏は一般論に終始したが、それでも高齢化、世界平和、環境問題など長期的な課題に触れて、国民へのアピールに勤めていた。ただし具体的な政策がはっきりしないことに対して外国人記者の間には不満が残ったようであった。それに対して、麻生氏は過去に自分が行ったり提案した具体的政策を話すことに熱心であったが、そのためにかえって彼が福田氏とどれだけ立場が違うかが見えなくなるきらいがあった。
恐らく両者の一番の違いは、政治リーダーシップについての見方で、福田氏は、リーダーシップは自分だけで発揮しようとしても発揮できるものではなく、現在は特に難しくなっていること。また自分は状況が許すようになればリーダーシップを発揮するつもりなので、それまで待つつもりであることを強調した。それに対して麻生氏は、現在日本が危機に直面しているのでそれに対応するための強いリーダーシップがなければならず、自分は安倍政権のころからそのように努めてきたと主張した。
つまり、福田氏は事態を上からコントロールしようとする熟練した外交官に、また麻生氏は戦場で戦うことを生きがいとする戦闘的な兵士になぞらえることができるかもしれない。しかし、その記者会見に出席していた外国人記者の多くは、むしろその場にいるよりも、彼らの間で早晩首相になるという声が高い小沢民主党党首にインタビューすることを望んでいるのではないかとも思われた。

この週末に朝日新聞が行なった世論調査によると、調査対象者の53％が福田氏を推しているのに対して、麻生氏支持はわずか21％にとどまった。
これまで自民党の政治家の間では福田氏支持の声が大きいが、一般国民の間では麻生氏が優位ではないかと言われてきただけに、この結果は麻生氏にとっては想定外であったと思われる。
これは恐らく国民が小泉・安倍ラインの改革のさらなる推進よりも、「安定」を強く望んでいるこを示唆しているのであろう。

According to an Asahi Shimbun survey conducte over the weekend, 53% of the people surveyed supported Mr. Fukuda, while only 21% refered Mr. Aso.
This must be an unexpected outcome for Mr. Aso, because it has been said that Mr. Aso would be more popular among the public than Mr. Fukuda, although the opposite might be true among LDP politicians.
This result probably implies that the public prefers "stability," rather than further reform following the Koizumi-Abe initiative.

中国人以外ではこの種の規模の集まりは例をみない。いずれにしても、このイベントは日本や海外における中国人の影響の高まりを反映しているといえるであろう。

安倍辞任表明のショック：Shock Wave of Abe's Announcement
安倍首相の辞任表明は日本国内の政界に大きなショックを与えているが、今やCBSニュースの記事（下のリンク参照）にもあるように、海外のメディアでも大きく取り上げられている。安倍氏が参院選直後ではなくまた今回の国会での論戦後でもなく、 なぜ今辞任を表明したのかについてはさまざまな解釈がなされているが、海外から見て一つ明らかなのは、今回の声明のタイミングがテロ特措法の延長問題とからんでいるということである。事実、声明発表直後の記者会見で、安倍首相自身が、小沢民主党代表にテロ特措法延長問題で会談を申し入れたが断られたことが今回の辞任発表の決断を促したと述べている。
その結果、海外では今後の日本政府の国際的問題への関与や日米関係へのコミットメントに対する懸念が持たれており、そのニュアンスがCBSニュースの記事の冒頭に表れている：「日本の首相は就任後1年ほどで辞意を表明し、アフガニスタンでの米国主導の軍事行動への支持をめぐる政治的論争に背を向けて退こうとしている」。今や日本国民が内向きとなり、もっぱら自分たちの年金問題といった国内経済問題に腐心し、テロに対する戦いには関心を示さなくなる傾向は不可避ともいえよう。さらに民主党は、国内経済問題の重要性を強調し、テロ特措法の延長には反対するなど対外問題には「内向き」になることで国民の支持を得ているようにみえる。
ひるがえって、北朝鮮の核問題や中国の軍拡問題などで東アジア中心に国際情勢が急速に変化していることに鑑みると、日本は今こそ対外問題についてより理解が深く、しかもその政治的主張に対して国民の支持を集めることができるような新しい政治的リーダーを必要としている。ただしそれは、安倍首相の辞任表明でますます政治リーダーの人材プールが小さくなり、国民の内向きの態度が強まる中では、以前にも増して難しくなったといわざるをえない。

Mr. Shinzo Abe’s announcement that he will resign as prime minister is sending a shock wave throughout the political field in Japan, and is now being felt overseas, as seen in the CBS News article. There seem to be various interpretations as to why he made this announcement now, not earlier or later, but one thing is quite clear, especially to overseas observers, that is, its connection with the issue on the extension of the Antiterrorism Law. In fact, Mr. Abe himself clearly stated in the press conference right after his announcement that his failure in talking with Democratic Party leader Ichiro Ozawa about the Antiterrorism Law made him decide to quit.
As a result, concerns are expressed overseas regarding the future involvement of the Japanese government in international affairs in general and in Japan-US relations, as the first sentence of this article implies: “Japan’s prime minister announced Wednesday that he was quitting after only a year in office, bowing out amid a political brawl over the country’s aid to U.S.-led forces in Afghanistan.” It seem inevitable that the Japanese public tends to be looking inward, only concerning their economic problems such as the failing pension system, without regard for the war against terrorism. Furthermore, the Democratic Party seems to benefit from its emphasis on domestic economic issues as well as its “inward-looking” policy toward foreign affairs such as its rejection of the extension of the Antiterrorism Law.
However, in view of rapidly changing international conditions, especially in East Asia with the North Korean nuclear problem and China’s military expansion, Japan really needs a political leader who can understand foreign affairs well and, at the same time, attract public support to his or her political agenda. That has become even more difficult than before, in wake of Mr. Abe’s resignation, leading to an ever shrinking pool of political leadership and the public’s increasing inward-looking attitude.

本日（9/11）夕方、今週末に打ち上げが予定されている月周回衛星「かぐや」の計画を説明し推進するための特別会合が開催され、JAXA（宇宙航空研究開発機構）の立川敬二理事長とJAXAのISAS対外協力室の坂本成一教授がプレゼンを行なった。場所は、最近開発されたパークアクシス青山一丁目タワーのペントハウス。
「かぐや」はアポロ・ルナ計画以降で最大の月探索プログラムであり、日本が月に関する科学プログラムに力を入れていることを反映しているといえる。
そのためにこのイベントには多くの参加が集まり、プレゼンの後の討論で色々と興味深い質問が出された（例えば、このプログラムはICBM開発への応用可能か等）。
今のところ打ち上げはおそらく9月13日（金）になりそうとのこと。

This evening there was a special party event of the International Media Forum held at the penthouse of Park Axis Aoyama 1-chome Tower for JAXA Chairman Keiji Tachikawa and JAXA-ISAS Professor Seiichi Sakamoto to explain and promote Japan's lunar orbiter program on the occasion of the planned launch of Lunar Orbit Explorer "Kaguya," which is to take place this weekend (weather permitting).
This is considered the largest luna mission since Apollo/Luna, and a reflection of Japan's high priority in lunar science programs.
As a result, the event attracted a large audience, and many interesting questions, such as its possible application to the development of ICBM, were raised after the formal presentation.
It looks like the launch will most likely take place on Saturday, September 14.

On the other hand, more than 60% of the people feel satisfied with their present daily living, although the percentage declined slightly compared to last year.

金曜に政府が発表したレポートによると、7月の景気の状況を示す経済指標が50％以上を示し、7月18日の新潟の地震で自動車工場の生産が停止したにもかかわらず依然として景気が拡大していることが分かった。
しかし、サブプライム問題で米国や世界の経済が減速する中で、今後の日本の景気がどうなるかには十分注意していく必要がありそうである。

「International Herald Tribune」の記事（下のリンク参照）によると、安倍首相は、シドニーで開催中のAPECサミットにおいてグリーンハウスガスの排出量規制についての合意がなされることを希望すると述べたとのこと。すでに安倍首相は、ガス輩出量抑制についての安倍イニシアティブを発表し、京都議定書の目標達成に向けて新たな地球温暖化協定の締結を呼びかけている。シドニーでは、また安倍首相はブッシュ米大統領およびハワード豪首相との三者会談を予定しており、アジア太平洋地域における日米豪の安全保障協力について議論するものと見られている。
それと同時にこの記事は、安倍首相の国内政治問題、つまり彼の閣僚と党のメンバー、特に農水大臣が「政治と金」のスキャンダルの結果次々と辞任している問題にも言及している。すでに国内外で、安倍首相の辞任は時間の問題であると言われており、仮に安倍氏が辞任しなくても彼の政治リーダーシップはすでに失われていて、もはや国内政治を運営することができなくなっている。ましては、環境問題のようなグローバルな政治問題を扱うことは不可能であろう。
この記事は、明確には述べていないものの、APECサミットにおける安倍氏のイニシアティブを他国のリーダーが真剣に検討する前提として、安倍氏が彼の閣僚と党のメンバーの関与する「政治と金」の問題をクリアーして政治リーダーシップを取り戻す必要があることを示唆している。しかし、それはもはや不可能である。というのも日本のマスコミが政治家の金の扱いについて異常なほどの厳しい点検を行っており、政治家はもはや誰も100％安全ではないからである。日本の政界でこのようなことが今起こってのは不幸なことである。なぜなら、現在はアジア太平洋地域での中国のプレゼンスと影響力が高まっている一方で、米国が中東に力点を置いてアジアから少しずつ引いていくという日本のアジア政策にとっての分かれ道にさしかかっているからである。

It is reported in this International Herald Tribune article (see the link above) that Prime Minister Shinzo Abe said he hoped for consensus on curbing greenhouse emissions at the current APEC summit in Sidney, Australia. In this connection, he has announced an "Abe Initiative" to reduce gas emissions, calling for a new global warming pact to succeed the 1997 Kyoto Protocol. In Sidney, Mr. Abe is also scheduled to have a three-way summit with US President Bush and Australian Prime Minister Howard, possibly to talk about strengthening their defense cooperation in the Asia-Pacific region.
At the same time, this article mentions Mr. Abe’s domestic problem, that is a series of resignations of his cabinet members, especially agriculture ministers, due to the “politics and money” scandals. It is now widely known not only at home but also abroad that Mr. Abe’s days as prime minister may be numbered, and even if he refuses to resign, his political leadership has already been lost and cannot lead domestic politics, let alone international politics such as an environmental initiative.
This article, although explicit saying that, implies that Mr. Abe’s initiative at the APEC summit may not be taken seriously by other national leaders, unless he regains his leadership as prime minister by somehow cleaning up money scandals involving his cabinet and party members. But that is almost impossible now, because no politician is completely safe under the current scrutiny of the Japanese mass media, which is trying extra hard to find any discrepancy in handling money among politicians. It is rather unfortunate that this is happening to Japanese politics at the time when Japan’s policy toward Asia is at a crossroads, as China is rapidly increasing its presence and influence in the region and the US is gradually retreating from Asia in favor of the Middle East.

It is reported in this International Herald Tribune article (see the link above) that Prime Minister Shinzo Abe said he hoped for consensus on curbing greenhouse emissions at the current APEC summit in Sidney, Australia. In this connection, he has announced an "Abe Initiative" to reduce gas emissions, calling for a new global warming pact to succeed the 1997 Kyoto Protocol. In Sidney, Mr. Abe is also scheduled to have a three-way summit with US President Bush and Australian Prime Minister Howard, possibly to talk about strengthening their defense cooperation in the Asia-Pacific region.
At the same time, this article mentions Mr. Abe’s domestic problem, that is a series of resignations of his cabinet members, especially agriculture ministers, due to the “politics and money” scandals. It is now widely known not only at home but also abroad that Mr. Abe’s days as prime minister may be numbered, and even if he refuses to resign, his political leadership has already been lost and cannot lead domestic politics, let alone international politics such as an environmental initiative.
This article, although explicit saying that, implies that Mr. Abe’s initiative at the APEC summit may not be taken seriously by other national leaders, unless he regains his leadership as prime minister by somehow cleaning up money scandals involving his cabinet and party members. But that is almost impossible now, because no politician is completely safe under the current scrutiny of the Japanese mass media, which is trying extra hard to find any discrepancy in handling money among politicians. It is rather unfortunate that this is happening to Japanese politics at the time when Japan’s policy toward Asia is at a crossroads, as China is rapidly increasing its presence and influence in the region and the US is gradually retreating from Asia in favor of the Middle East.
