安倍首相中東歴訪の問題：Issues on Abe's Middle East Visit

クウェートの原油と自衛隊：Oil and JSDF in Kuwait

今週月曜に安倍首相が中東歴訪の3番目の国としてクウェートを訪問し、それが地元の新聞「Kuwait Times」（下のリンク参照）で詳しく報道されている。特に両国の経済関係が（おそらく狙いは石油関係のビジネスであろうが）さらに良くなることを期待して150人以上の財界人が安倍首相に同行したことが取り上げられている。また地元とともに「The Japan Times」（下のリンク参照）でも報道されているように、安倍首相はクウェートの空軍基地を訪れ、日本の航空自衛隊の隊員を視察し、イラクの状況が悪化しているにもかかわらずイラク復興のために「困難な任務を遂行している」ことに対して感謝の意を表明したとのことである。
これらの記事を読むと、当然のことながらいくつかの疑問が生じてくる。第1の疑問は、日本とクウェート（あるいはどの中東国にも当てはまるが）の間で相互の利益になるような経済協定が合意できるのかということで、特に日本の中東諸国に対する興味はもっぱら原油と石油関係のビジネスに限られるのに対して、中東諸国は長期的な発展をとげるために日本からの製造業やハイテク産業などに対する投資を期待しているという事実を考えると当然疑問が生じる。安倍首相はFTAや投資促進協定などの締結を進めようとしているようであるが、それは日本の中東諸国に対する石油中心の関係にあまり影響しない「リップサービス」に過ぎないという見方も可能である。
第2の疑問は、いったい日本の国民が、昨年7月に陸上自衛隊がサマワから撤収した後でも航空自衛隊は引き続き居残って国連軍や多国籍軍（実質的には米軍）に人的および物的な空輸を行っていることに気づいているのだろうかということである。今回の安倍首相の航空自衛隊視察によって日本国民がこの事実を認識して、いったい中東地域にいつまで自衛隊を派遣し続けるべきかという問題を真剣に議論するようになることを期待したい。

On Monday Prime Minister Abe visited Kuwait on the third leg of his five nation tour in the Middle East, and the local newspaper, Kuwait Times, reports some details of his visit, including the fact that he was accompanied by a delegation of more than 150 businesspersons looking for further developments in Japan-Kuwait economic relations, presumably in oil-related fields. It is also reported locally as well as in the Japan Times article listed above that Mr. Abe met Japanese Air Self-Defense Force members in a Kuwaiti air base and thanked them for "performing difficult tasks" in an attempt to reconstruct Iraq despite deteriorating conditions in that country.
By reading these reports, some questions naturally arise. The first question is whether Japan and Kuwait, or any other nation in the Middle East for that matter, can reach economic agreements for mutual benefits, given the fact that Japan’s interest in the region is predominantly crude oil and oil-related businesses, whereas Middle Eastern nations are eagerly awaiting Japanese investments in manufacturing and high-tech areas for their long-term economic development. Although Mr. Abe seems to be offering possible FTA and investment promotion arrangements to these countries, they could be no more than his lip service with little impact on Japan’s oil-dominated relations with Middle Eastern nations.
The second question is whether the Japanese public is aware of the continued presence of the Air Self-Defense Forces, supporting "the U.N. and coalition forces" (mainly, the U.S. forces) by airlifting personnel and supplies, even after the Ground Self-Defense Forces left Samawah last July. Hopefully, Mr. Abe’s meeting with the Air Self-Defense Force members will help the public realize and seriously discuss the issue of how much longer Japan should keep the presence of its Self-Defense Forces in the region.
