北朝鮮問題の再検討：Reexamination of North Korean Problem

本日の情報発信セミナーでは、坂本正弘氏（日本戦略研究フォーラム副理事長）とサム・ジェームソン氏（国際ジャーナリスト）による北朝鮮問題の最近の展開についてのプレゼンがあった。
まず坂本氏は先月北京で開催された北朝鮮問題に関するシンポジウムと中国代表との会合について詳しく説明。そこでの重要な結論は、中国も北朝鮮の暴走に手を焼いており、思い切った行動を取りたいが、単独ではやりたくないので、今のところ国連や米国の協力に期待しつつ事態を見守っている。しかし坂本氏は、それにもかかわらず近々中国介入の可能性はあると見る。また米国が北の核施設を限定攻撃して「外科的手術」をすることも手遅れ気味ながら一定の効果はあるというのが坂本氏の主張であった。
それに続いてプレゼンを行なったサム・ジェームソン氏は、これまでの日本と米国の北朝鮮政策を批判し、両国ともこれまで北朝鮮に対して事あるごとに多額の援助を行なってきたが、それは問題を解決するどころか、北朝鮮に核・ミサイル開発をする資金と余裕を与えただけだったと指摘する。しかし、その一方で中国や韓国などの立場を考えると、北朝鮮問題を解決することは非常に難しく、このまま誰も何もせずに時間だけが過ぎていく可能性が高いと懸念を表明した。
いずれにしても北朝鮮問題については、なかなか出口が見出せないというのが本日の専門家の話しを聞いた後でも強く残った印象であった。

At our Platform seminar today, Dr. Masahiro Sakamoto (Vice President, Japan Forum for Strategic Studies) and Mr. Sam Jameson (Freelance Journalist) made presentations regarding recent developments on the North Korean problem.
First of all, Dr. Sakamoto explained about last month's symposium and meetings with Chinese representatives in Beijing, where an important conclusion was that China would like to do something definite about North Korea, but would not do so alone, hoping for some cooperative action by the UN or the US. Nevertheless, China will have to act soon anyway, according to Mr. Sakamoto.
He also said he personally wishes to see "surgical" strikes by the US against North Korea's nuclear facilities, although it may be too late now.
Then, Mr. Sam Jameson made a presentation, in which he criticized the past performance of the US and Japan, giving out a lot of time and money to Kim Jong-il on various occasions only to help him develop missiles and nuclear weapons. Mr. Jameson is afraid that no one is going to do anything to keep North Korea from becoming a nuclear power, especially in view of the positions taken by China and South Korea.
After listening to the two specialists on North Korea, I feel that this is indeed a very difficult, if not impossible, issue to resolve.
